Cost controls for Databricks clusters and users

In this guided demo, create Guardrails that limit if new users can create Databricks clusters or instances, as well as a Guardrail that limits the number of workers a cluster can have. Then create Blueprints allowing for easy creation of Databricks clusters and users with those Guardrails applied.

This is an easy way to limit costs of a platform like Databricks while enabling self-service infrastructure configuration.
